Description

The City of Laurel American Rescue Plan Act (ARPA) Grant Program provides financial support for specific projects and programs to businesses, non-profits, and organizations that were impacted by COVID-19. Funds to support this program are provided locally through the ARPA. The U.S. Treasury has defined the following funding objectives:

  • Support urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control;
  • Replace lost public sector revenue to strengthen support for vital public services and help retain jobs;
  • Support immediate economic stabilization for households and businesses; and
  • Address systemic public health and economic challenges that have contributed to the inequal impact of the pandemic.

Applications will be accepted during specific ‘Open-Enrollment Application Periods.' Submission of an incomplete or inaccurate application may result in ineligibility. Please read the Interim Final Rule, application instructions, and funding agreement before starting and submitting your application. Only ONE application per business or non-profit/organization entity may be submitted.

Requirements

Grant Terms

The City of Laurel will provide grants to businesses and non-profit/organizations within the City of Laurel incorporated boundaries that were impacted by COVID-19.

Each business or non-profit/organization may apply for one project/program under the following categories: (1) Economic Impact (2) Infrastructure or (3) Public Health. Please use the Interim Final Rule as guidance to determine the categories. The determination as to whether or not the proposed use of funds by any applicant meets the eligibility requirements for this grant shall be determined by the City of Laurel in its sole judgement, based upon applicable criteria, and is not appealable. The following are examples of generally eligible and ineligible uses of ARPA funds, though the City retains the right to determine otherwise based upon the facts of any application:

Eligible (Generally)

  • Economic Impact
    • Job training programs to accelerate rehiring of unemployed workers
    • Non-profits or organizations that provide food assistance, rent/mortgage assistance, etc. to prevent eviction or homelessness
    • Businesses and non-profits/organizations facing challenges to cover payroll, rent/mortgage, and other operating costs
    • Physical barriers or partitions for social distancing
    • Aid to tourism, travel, and hospitality businesses
    • Services to address homelessness or affordable housing
    • New, expanding, or enhanced early learning services
    • Evidence-based educational services and practices (including tutoring, summer, afterschool, and extended learning programs)
    • New or expansion of existing high-quality childcare to provide safe and supportive care for children
  • Infrastructure
    • Water and sewer improvements
    • Broadband improvement or expansion
  • Public Health
    • Vaccination Programs
    • Support for vulnerable populations to access medical or public services
    • Purchase of Personal Protective Equipment (PPE)
    • Improve the design and execution of health and public health programs
    • Evidence-based community violence intervention program to prevent and mitigate violence

Ineligible (Generally)

  • Categories outside of economic impact, infrastructure, and public health improvements, expansions, etc., not related to COVID-19 or other disparities

Please refer to the Interim Final Rule for all eligible and ineligible guidance. There is NO award amount criteria, but all awarded amounts must be justifiable and reasonable for the approved project or program.

How to Apply
  1. Please read all eligibility requirements thoroughly before beginning this preliminary application.
  2. The preliminary application may not be updated after submission. Please make sure your application is correct and complete before submitting.
  3. Only one (1) application may be submitted per business, non-profit/organization entity. No individual or family applications will be accepted. View Other Individual Programs for individual or family support.
  4. Submission of an incomplete and/or inaccurate application may disqualify an applicant from being awarded funding. Please check your preliminary application for completeness and accuracy before submitting.
  5. Review application deadlines. The preliminary application period will remain open until November 30, 2021.
  6. Applications must be submitted through the online application portal linked below.

  8. Once the preliminary application is approved, you will receive detailed instructions via email on how to complete your final application.
  9. The detailed application shall be submitted electronically within 15-business days from the dated email.

Open-Enrollment Application Period

Each Open-Enrollment Application Period will open and close on specific dates for application processing. For deadlines, please check on the City of Laurel’s ARPA webpage. If you missed a deadline, please check back to view the next Open-Enrollment Application Period.

  • Applications will only be accepted electronically through the online application portal. Only one (1) application per business, non-profit/organization entity will be accepted. Grant Funding Agreement

The information contained in this application is true and complete to the best of my knowledge, information, and belief.

  • I understand all awarded funds SHALL be expended no later than June 30, 2024.
  • I acknowledge that awarded funds may only be used for eligible expenses that are outlined in the Interim Final Rule.
  • I agree to maintain (and provide, if necessary) documentation following generally accepted accounting principles regarding the manner in which the funds are expended, including but not limited to financial reports and receipts.
  • I understand and agree that records related to the use of grant funds must be produced promptly upon request from the City of Laurel and agree to submit to audit.
  • I understand and agree that if I receive funding from the City of Laurel American Rescue Plan Act Grant Program and I do not use all the funds by June 30, 2024 or use the funds for expenses other than the authorized purpose outlined in my application, I will be required to return the awarded funds to the City of Laurel.
  • I certify that I have the authority to legally bind the business, non-profit, or organization.
  • I agree to indemnify and hold harmless the City of Laurel, Prince George’s County, State of Maryland, Department of U.S. Treasury, and the elected officers, employees, agents and/or representatives of each said government entity, for any American Rescue Plan Act funds received from the U.S. Treasury through the City of Laurel.
  • If all of the above outlined requirements are not met in full, or if any information provided on this application is found to be false or incorrect, the business, non-profit, or organization will be deemed immediately in default and funds shall be returned to the City of Laurel within 30 days of written notification of default. I also agree that, if I accept the City of Laurel American Rescue Plan Act Grant Program funding, I will be bounded by the obligations and liabilities described in this application, and that the City of Laurel shall have the right to enforce those obligations and liabilities in any manner provided by law.
  • By signing below, the applicant represents, warrants, and certifies that the information provided herein is true, correct, and complete. I also understand and agree that this application, combined with award of a City of Laurel American Rescue Act Plan Grant, constitutes a binding contract, and shall be deemed a valid original instrument if delivered electronically.
